  • Biographical Presentation

    Der aus einer angesehenen Lemgoer Bürgerfamilie stammende P. studierte seit 1591 Jura in Marburg, Köln, Leiden und Basel, wo er 1597 promoviert wurde. Er war zunächst als Advokat beim Reichskammergericht in Speyer tätig und führte danach als Rat des Gf. Simon von der Lippe mehrere diplomatische Missionen durch. 1600 erwarb er das Bürgerrecht in Lemgo. Seit 1605 Kanzler im Dienst des jungen Gf. →Anton Günther von Oldenburg (1583–1667), nahm P. schon bald eine führende Rolle in der inneren Verwaltung, der Justiz und der Außenpolitik der Grafschaft ein. Er war maßgeblich beteiligt am Erwerb des lukrativen, den brem. Handel belastenden Weserzolls, den der Kaiser 1623 genehmigte. Seit 1618 bestimmte P. die erfolgreiche Neutralitätspolitik, wodurch →Anton Günther sein Land vor den Verwüstungen des Dreißigjährigen Krieges bewahrte. Fast 30 Jahre lang war P. in allen politischen Angelegenheiten der einflußreichste Berater seines Landesherrn, der ihm 1609 das adlig-freie Gut Heringsfeld in der Herrschaft Jever schenkte und beim Kaiser seine Nobilitierung bewirkte.|
